Shri Biswajit Mohanty, Member
Born on 17th January, 1965, Shri Biswajit Mohanty initially engaged himself in the Legal profession as an Advocate in the year 1989 at Jajpur Town in the District of Jajpur. Shri Mohanty then joined the Odisha Judicial Service on 17.11.1997 as a Probationary Munsif at Puri and then worked as a Judicial Officer in different capacities at Baripada, Kodala, Bissam-Cuttack, Nayagarh, Bhubaneswar, Raygada, Cuttack, Berhampur, Anandpur, Keonjhar and finally retired on superannuation as District and Sessions Judge of Kendrapara. During his service career spanning for more than 27 years from 17.11.1997 to 31.01.2025, Shri Mohanty apart from working as the District and Sessions Judge of Kendrapara performed his duties as Registrar (Vigilance), Registrar I/c (Administration), Deputy Secretary and Member Secretary of Odisha State Legal Services Authority and Director I/c at Odisha Judicial Academy, Cuttack.
Shri Mohanty joined the Odisha Electricity Regulatory Commission as its Member (Legal) on 05.06.2025.

Sudhansu Sekhar Barpanda, Member
Shri Sudhansu
Sekhar Barpanda, joined the Odisha Electricity Regulatory Commission (OERC) as
a Member on 10 June 2026. Prior to that Shri Barpanda served as Director
(Market Operation) at Grid Controller of India Ltd. (GRID-INDIA). Shri Barpanda
holds a Bachelor's Degree in Electrical Engineering from Sambalpur University.
He has nearly 38 years of experience in the power sector, particularly in power
system operation and power markets.
As Director (Market
Operation), GRID-INDIA he provided strategic guidance to National Load Despatch
Centre (NLDC) and Regional Load Despatch Centres (RLDC) on various aspects of
Market Operation e.g. scheduling, open access, ancillary services, deviation
settlement, regulatory affairs etc. He regularly interacted with policymakers,
regulators, and other stakeholders for reforms and improvements in the sector.
He made valuable contribution as member of several committees constituted by
the Ministry of Power, the Central Electricity Regulatory Commission (CERC),
and the Central Electricity Authority (CEA) on power market design and related
issues.
During his
tenure at NLDC and RLDCs he played a pivotal role in the implementation of
multiple Power Exchanges, introduction of the Point of Connection (PoC)
transmission charge sharing mechanism, Ancillary Services, Renewable Energy
Certificate mechanism, sustainable revenue stream for system operators and synchronous
interconnection of India's regional power grids.
Shri Barpanda
has co-authored several technical papers published in national and
international conferences and journals. He has participated in international
meetings, study tours, conferences, and consultancy assignments, contributed
significantly to the field of power system operation and power markets.
